I purchased this 207 for my niece for when she passed her driving test, its a nice car but they are pretty heavy so they can feel underpowered with the smaller engines.
This one is the EP3 engine or Prince 1397cc unit, I would suggest that if you go for this engine that you ensure its been very well maintained as these are prone to numerous issues, from timing chain tensioners (you need to replace the full kit if these are rattling as the guides get damaged and usually disintegrate if you only replace the tensioner, thus destroying your engine). Other issues include coil packs, high oil consumption (this can cause the tensioner to wear prematurely), carbon build up behind the valves, valve stem seal issues but if you google mini engine N14 issues then you should find plenty of reasons to avoid this unit (its a joint BMW/PSA engine). Mine decided to start knocking soon after I bought it, had a replacement (2nd hand) engine fitted, its not bad when it works but its the issues its going to get when its older that worries you.
Other engines, the 1360 8v 75ps unit, prone to head gasket issues so be weary of that, check carefully, the 1360 16v 90ps, probably the one to go for but you will only find this unit in early cars, the DV6 isnt without its problems (the 1.6 diesel) but if you find one that has had meticulous oil changes and a full service history, grab it, they can have issues with the injectors but a well maintained one should be good for 200k miles before you need to do anything with them, just avoid poorly maintained ones, the oil paths are very small so get clogged up easily, hence you need to do regular oil changes to stop this, hence avoid poorly maintained ones or it will not only kill your turbo but your engine. Turbo's can be an issue but again, poorly maintained ones are usually the one that die first. Just avoid the VTi and THP units, the 1360 8v isnt a bad engine except the HG issue.
Driving wise, its not bad, its a heavy car for its size, over 1200kg, considering the 208 is about 200kg lighter it shows there have been improvements, but for a learner or a runabout, the 207 is a good all round car.
